The Governor has always been a man who did what was necessary. He didn’t do what was right. He didn’t do it because he liked it. He did it because he has too. Because that’s the type of world he lives in.
It’s the weight of responsibility.
Rick and the Gov are actually very similar, but they just go about it in opposite ways. The Gov does it behind backs, keeps it to himself and gets it done. Rick makes sure everyone is informed, has their opinion heard and does what he has to do for survival. It’s sort of like, Rick and the Gov both have their pistols on their belts. But they draw them in opposite fashions. The Gov from across. Rick from the side. Rick’s slower to pull his weapon, but has it in the faster position. The Gov is faster to pull his weapon, but has it in the slower more deliberate position.
I think that’s a defining characteristic of the Governor. Everything he does is deliberate. He isn’t impulsive by nature. (He loses control with Penny, but any parent would.)
I guess my point is that the Governor doesn’t need to be redeemable or liked. People just don’t get that when society collapses around you, you can’t be a goody goody and survive. Well, survive for long anyway. I like that they made him like this. I see a lot of logic in his actions and that appeals to me. He makes tough choices, but I can’t say I don’t get why.

The Governor: GOD. WHY WON’T YOU JUST SHUT THE FUCK UPPPPPPPPPPPPPPPPPPPPPPPPPPPPPPPPPPPPPPPPPPPPPPPPPPPPPPPPPPPPPPPPPPPPPPPPP.
And he keeps just repeating that in his head for each zombie he destroys.
